A Public Scheme to Revive the Talents of the Long-Term Unemployed

The SOIB is promoting temporary jobs at local organisations to boost employability

What does it consist of?

To boost the employability of people over 30 years old who have been unemployed for a long time, the SOIB has launched an employment scheme in collaboration with local councils and public bodies on the islands. The initiative has resulted in to six-month job contracts related to activities of social interest.

The project

Long-term unemployment not only impacts the careers of unemployed people, but it also limits the use of human capital in the economy. In response to this situation, the Balearic Islands Employment Service (SOIB) has launched a scheme aimed at people registered as job seekers for more than twelve months, focusing on their temporary employment in the public sector.

This measure has allowed local organisations in Mallorca, Menorca, Ibiza and Formentera to hire people over the age of 30 for a period of six months. The jobs, linked to general and community services, have helped people update their professional skills, supporting stable employment in the future.

Beyond recruitment, the scheme has also involved personal career guidance actions, reinforcing support for participants. The SOIB has managed the whole scheme, including overseeing recruitment processes and ensuring correct procedures of the tasks assigned. The initiative has focused on practical training as a tool for professional retraining and decent work.

The scheme was rolled out between 2018 and 2019, involving a total investment of nearly €7.5 million, of which €3.5 million came from sustainable tourism tax. This investment was divided proportionally across the islands: Mallorca received most of the resources, followed by Menorca, Ibiza and Formentera.
