The project

The Balearic Energy Institute (IBE) is leading a strategy that seeks to transform the archipelago’s energy model. The core idea is to develop renewable generation facilities through citizen participation, where neighbours and local communities can be part of the investment and economic return, while decreasing dependence on fossil fuels.

Actions include locating suitable land—particularly public or degraded land, the technical design of the facilities and attracting local investment. This model seeks to ensure that all the benefits are seen in the region itself, and that the implementation of renewables is viewed as a collective opportunity to ensure the region’s sustainable development.

The project’s milestones include a campaign for community dialogue, the design of the participation model, and the implementation of solar plants and other renewable technology directly linked to selected consumers. The aim is for these pilot experiences to serve as a basis for a model to be applied in the private sector and in other municipalities.

The project has a budget of €1.28 million, €600,000 of which comes from sustainable tourism tax. Its impact includes reduced greenhouse gas emissions, a new green employment niche and a step towards democratising the energy sector in the Balearic Islands.
